Milan striker Gonzalo Higuain and Roma midfielder Steven Nzonzi both had first goals for their new clubs disallowed by the video assistant referee.
Cutrone scored right at the end after slotting home from Higuain’s pass.
Milan’s win gave them their first points of the season, after losing 3-2 to Napoli in their first game. Roma’s nine-match Serie A unbeaten run comes to an end. 2-1 the final score.
